Modeling A Picture To Be 3D Printed

We're looking for someone who can model a picture.
We send you a jpg file, then you model the picture with any software and send us back a WRL (or OBJ) files ready to be 3D printed.
The picture can be a drawing of things, animals etc.
For the hidden side, the modeler needs to extrapolate to close the shape.
No need to be an expert or with high level because our tolerance is low. Most important : it can be 3D printed it and it looks like the original picture.
